What “free ATS” means in this guide
A free applicant tracking system should still work after the trial timer expires. It should let a small business keep an open role, review candidates, and move them through a basic pipeline without entering payment details.
That definition matters because time-limited trials are not free ATS plans. This guide separates three permanent free ATS tiers from zero-cost tools that can imitate part of an ATS workflow. If you need more active roles, automation, reporting, or HR integrations, use the separate paid and full-featured ATS shortlist.
How we evaluated the options
Last checked: 13 July 2026. We reviewed the vendors' official pricing pages and official product pages. A product only qualified as a free ATS if the vendor described a permanent free tier, rather than a trial or a temporary promotion.
We compared the limit on active jobs, candidate access, user access, job distribution, communication tools, and whether the company could keep using the pipeline without upgrading. This is desk research, not a hands-on security or performance test. Vendor limits can change, so confirm the linked page before moving live candidate data. The verified free ATS options
1. Dover — for a small team that wants generous published limits
Dover's official pricing page describes its ATS as free, with unlimited users, unlimited jobs, candidate tracking, and more than 100 job-board integrations. Those are the vendor's published claims; we have not independently stress-tested the limits or every integration.
Good fit: a team that wants several colleagues or roles in one recruiting workspace without a per-seat charge.
Check before choosing: confirm which sourcing, scheduling, or recruiting-services features sit outside the free ATS. A free core system does not mean every service on the vendor's site is included.
2. Breezy HR Bootstrap — for one active role at a time
Breezy HR's official pricing page lists Bootstrap as a “free forever” plan. It includes one active position or candidate pool, a branded career site, job distribution, and access to candidates added in the previous 30 days.
Good fit: a business that hires sequentially and can close one role before opening the next.

3. Zoho Recruit Free — for a single recruiter with one active job
Zoho Recruit's official pricing page lists a free-forever edition with one active job per recruiter license, candidate management, email management, and interview scheduling. More advanced sourcing, analytics, automation, and portal features sit in paid editions.
Good fit: a very small company already comfortable with Zoho products and recruiting for one role at a time.

Zero-cost alternatives that are not ATS products
These tools can be sensible when hiring is rare, but they require more manual work and should not be confused with a recruiting system.
Notion or Airtable — build a manual candidate tracker
Notion's official pricing page and Airtable's official pricing page both offer free plans intended for lightweight use. Either can hold a table with candidate name, role, source, stage, owner, next action, and consent or retention date.
What you gain: a flexible tracker that can match an existing workspace.
What you give up: a DIY database does not become an ATS automatically. You must design permissions, candidate communications, duplicate handling, document access, exports, and deletion rules yourself. Test those workflows before storing CVs or interview notes.
Indeed's employer dashboard — useful when Indeed is your main source
Indeed says on its official pricing explainer that employers may post up to three jobs directly for free in a calendar month, for up to 30 days. Eligibility, quality rules, market conditions, and optional sponsorship affect availability.
The dashboard can collect applications and support review and messaging for applicants who arrive through Indeed. It is a sourcing-channel workflow, not an independent ATS for candidates from every source. Treat the free-post allowance as conditional and verify it for your country and role before planning a hiring campaign around it.
Trials we did not count as free ATS plans
Workable advertises a 15-day trial, and Manatal advertises a 14-day trial. Both may be useful ways to evaluate paid software, but neither meets this article's permanent-free requirement. We therefore excluded them from the free ranking instead of presenting a countdown as a long-term system.
If a trial is acceptable because you already expect to buy, compare the contract, limits, and complete workflow in the paid and full-featured ATS shortlist.

When a free tool stops being the cheaper option
The upgrade trigger is not a universal number of hires. It is the point where the free limit forces risky workarounds or repeated administration. Reassess when:
- two or more roles need to stay open at the same time;
- hiring managers cannot see or record decisions in one place;
- candidate emails, interview notes, or next steps are being copied between tools;
- you cannot export the candidate record you need;
- retention and deletion work is no longer manageable;
- integrations or reports are required for day-to-day work.
Compare the paid system's full annual cost with the time and error risk of the workaround. Do not upgrade solely because a vendor labels a plan “professional.”
Set up a free ATS without creating a mess
- Use five stages or fewer. Applied → Review → Interview → Decision → Closed is enough for most first pipelines.
- Give every candidate one owner and one next action. A stage without an owner becomes a waiting room.
- Record the source. This is the minimum data needed to learn which job board or referral route works.
- Schedule rejection and deletion work. Candidate experience and privacy obligations do not disappear on a free plan.
- Run an export test before launch. Add a dummy candidate, export the record, and confirm what data and attachments are included.
- Test permissions with a second user. Make sure a hiring manager sees what they need without seeing unrelated candidate data.
